Despite its small size, Togo's considerable geographic, ethnic, and economic diversity has haunted the country's political development. The German and French colonial administrations concentrated economic development in the mostly Ewe coastal region south of the Togo Mountains, while the more ethnically diverse north remained impoverished. Since independence, Ewe prosperity and separatism have aroused northern resentment and fear.
